The
National Common Minimum Programme states,
inter alia, that 'all regulatory institutions
will be strengthened to ensure that
competition is free and fair. These
institutions will be run professionally'
The
paper on 'Approach
to Regulation of Infrastructure'
has since been prepared. This paper surveys
the existing regulatory institutions with
respect to their roles and scope, and
identifies the principles and policy options
which are basic to their institutional design,
and suggests an overarching framework for
regulation of infrastructure.
