Committee on Infrastructure (CoI)

The Committee on Infrastructure was constituted on 31 August, 2004 under the Chairmanship of the Prime Minister. The committee comprises of the following members:

Objectives


Initiating policies that ensure time-bound creation of world class infrastructure delivering services matching international standards;

 

 

Developing structures that maximize the role of public-private partnerships in the field of infrastructure; and

 

 

Monitoring progress of key infrastructure projects to ensure that established targets are realized.
 

Terms of Reference


To develop a priority list of infrastructure projects/programmes aimed at augmenting and/or modernizing infrastructure capacity to meet demand or achieve set targets/objectives, and to develop a monitoring mechanism to track progress of these projects and remove inter-ministerial bottlenecks

 

 

To suggest institutional, regulatory and procedural reforms; and initiate policy directives that are required to create world-class infrastructure competitively-within a set time frame. This would cover any issues that cut across sectors

 

 

To suggest institutional, regulatory and procedural reforms; and initiate policy directives that ensure that the infrastructure created actually delivers services at international standards. This would cover any issues that cut across sectors

 

 

To identify measures to refine project formulation, project planning and project management processes in line with international best practices.

 

 

To address issues relating to ensuring the longer term financial viability of service providers both in the public sector or the private sector without which capacity expansion cannot take place. In this context the group will consider initiatives needed to develop sustainable revenue models that make public-private partnerships feasible.

 

 

To address policies and issues relating to infrastructure that are relevant to any of the above tasks.
 

Empowered Sub-Committee of the Committee on Infrastructure


With a view to facilitating the functioning of the CoI, an Empowered Sub-Committee of the Committee on Infrastructure has been constituted on 16th May 2005.
 

Functions


Formulate/review/approve policy papers and proposals for submission to CoI

 

 

Monitor and follow up on implementation of the decisions of CoI; and

 

 

Undertake such other actions as may be necessary in furtherance of the objectives of CoI
 

Secretariat for CoI


A secretariat has been set up in the Planning Commission to service the CoI. The secretariat is headed by Adviser to Deputy Chairman.
